The Congestion Charge was originally brought in to improve traffic flow and fight pollution in the capital, as congestion in the city was getting out of control with motorists in Central London spending up to 50% of their journey time in traffic jams.</p>
<p>The charge is enforced only on weekdays when motorists entering the designated zones between 7am and 6pm must pay either £9 or £10 a day, depending on payment method. Any motorist who fails to pay for this <a href="http://www.247parking.com/"><strong>parking in London</strong></a> before midnight the following day will receive a £120 fine. Some people and vehicles such as residents, disabled drivers, alternative fuel vehicles, public transport vehicles and licensed breakdown organisations are exempt from paying, or can get discounts. The zones are marked with roadside signs as well as a large &#8216;C&#8217; painted on the road surface. The area was extended westwards towards Notting Hill and Kensington in February 2007, but the Western Extension will be removed in 2010.</p>

&#8220;This change will give people an extra day to pay. If they forget to pay on the day they now have an extra day to avoid receiving a penalty charge.&#8221;</p>
<p>From the 19th June, drivers can pay Â£8 by midnight or Â£10 by the following day. The move was prompted by complaints from people who said they didn&#8217;t have enough time to pay.</p>

<p>Mayor Livingstone, in a bid to reduce CO2 emissions, has also shown support to the idea of placing an additional Â£20 charge on people driving high-polluting vehicles.</p>

The US Embassy, along with some 55 other countries are disputing Londonâ€™s congestion charge, claiming that the charge is a tax rather than a levy, which foreign diplomats are not required to pay under the 1961 Vienna Convention. The US is thought to be running up around 300 unpaid congestion charge fines per month.</p>
<p>In July 2005 the congestion charge was increased from Â£5 per day to Â£8 per day for vehicles entering central London. From February 2007 the zone will be extended westwards to cover parts of Kensington and Chelsea.</p>
